Malicious shootings of mostly black civilians by police have unleashed public outcry and renewed reform efforts. The seeming immunity enjoyed by the shooters rests strongly on a police “code of silence.” Laquan McDonald's case, a 17 year-old shot 16 times by a cop, exemplifies the problem and points to solutions.
